Level 3: izakayas, lashes and Buddha galleries
The most mixed floor in the building. Japanese dining at one end, beauty rooms in the middle, and an astrologer next to a nail bar.
If you want to understand why Fortune Centre feels the way it does, spend twenty minutes walking Level 3. Nowhere else in Singapore puts an izakaya, a lash studio, a Buddha gallery and an astrologer within thirty metres of each other.
The dining end
Hikari Izakaya (#03-01) is the anchor — yakitori, sashimi, a room that fills with Japanese expats, closed Sundays. Elizaburo (#03-16) is the other Japanese option. Lin Da Ma (#03-02) and Paraphrase (#03-03) sit alongside.
New Station Rice Bar (#03-04) and One Bowl Noodle (#03-28) do quick meals. Laut (#03-05) is a bar — one of only two in the building — and looks nothing like its neighbours.
Bodhi Deli (#03-26/27) is the vegetarian hawker counter that quietly outperforms most of the floor, and Seva Cafe (#03-19) does vegan local food and cakes.
Beauty and body
This floor has the highest concentration of small beauty operators in the building, most of them one-chair, appointment-only businesses run by their owner.
Ivy Rupef Studio (#03-09) specialises in balayage and colour and has been here since 2016. Gorgeous129 (#03-14A) is a Thai salon, single stylist, book ahead. Jackie Beauty and Hairstyling (#03-18) is the old-school option. Hikari Wellness Beauty (#03-14), Face D'esthetique (#03-15) and Emmanuel Beauty Care (#03-35) do facials. Just Youth Lashes (#03-17) covers lashes, brows and scalp micropigmentation. Rose Nail (#03-07B) does nails.
For treatment rather than grooming: Xiu Meng Chinese Physician Therapy (#03-06A), The TCM Folks (#03-24) — run by a young NTU-trained couple with transparent pricing — and Shande Traditional Chinese Medicine (#03-33B/34), which also occupies a unit on Level 4.
The spiritual corner
Zhao Buddha Gallery (#03-06B), Na Tong (#03-28B), Scent Palace (#03-25) and Dzambala Scent (#03-31) sell statuary, incense and ritual goods. Sri Krishna Astrology (#03-07A) does readings. Otakaraya (#03-10B) buys and sells collectibles.
And the offices
Tucked among all of it: APU, the Asia Photographers Union (#03-08), Singapore Sports Arena (#03-12), Jit Siang Agency (#03-13) and Peter Comm (#03-21). Unit #03-22 is currently vacant.
